Sri Lanka and Italy Renew Driving License Agreement

In a significant development for expatriate communities, the Governments of Sri Lanka and Italy formally renewed the Bilateral Agreement for Mutual Recognition of Driving Licenses in Rome on Friday, December 12, 2025. The agreement was signed by the Ambassador of Sri Lanka to Italy, Satya Rodrigo, and the Deputy Minister and Undersecretary of State for Foreign Affairs and International Cooperation, Maria Tripodi, representing their respective governments. This formal signing concludes the extensive negotiation process between the motor traffic and transport authorities of both nations, which commenced following the agreement’s lapse in 2021.
​This renewed agreement is specifically designed to facilitate the conversion of valid national driving licenses for individuals who have obtained permanent residency in either country. A crucial provision allows nationals residing in the host country for a period less than six years to exchange their current driving license without the requirement of undergoing the standard theoretical and practical driving examinations. This policy removes a significant barrier, streamlining the process for long-term residents.
​The mutual recognition facility has been immensely beneficial to the substantial Sri Lankan community living and working in Italy. By simplifying the process of acquiring a local driving license, the agreement directly supports enhanced job prospects and future employment possibilities. This, in turn, facilitates the community’s successful integration and productive contribution to the Italian economy and society as expatriates.
​The newly signed agreement will be valid for a period of five years. It is scheduled to enter into force within 60 days following its ratification by both the Sri Lankan and Italian Governments. Both parties have committed to issuing a public announcement once the agreement is officially in effect, marking the official return of this highly valued facility.
